ECCA calls for vision and clarity in Green Paper response |

19 October 2009 The English Community Care Association (ECCA), the leading representative body for independent care providers, has submitted its formal response to the Green Paper consultation on the future of adult social care. Martin Green, Chief Executive of ECCA, says: “The Green Paper provides us with a once in a generation opportunity to get social care right. ECCA believes that the establishment of a National Care Service will require a radical review of all the players currently in the system”.
Martin Green continues: “ECCA believes that the primary relationship that should exist is between a user and a service provider and it is time to clarify what citizens can expect from the system and for service users, providers and regulators to ensure this is delivered consistently and qualitatively throughout the country. We believe it is time for local authorities to leave the field because their involvement is what has led to a patchwork of different services being offered throughout the country”.
